A12 Junction Facilitation Works

Project Scope

  • Access road and services to the new site.
  • Temporary road access to the new site as well as the existing site for remediation purposes.
  • The contractual costs of remediation of the existing site.
  • Adaptation to the nitrate plant to futureproof the new junction.
  • The land cost of the new site is not included as it is already owned by Colchester Borough Council, nor the construction costs of the new BP garage.

 

Aims of the project

The primary objective of the scheme is to enable the delivery of the A12 junction by March 2011.  Specifically the scheme aims to:

  • Facilitate the release of 3700 houses on the Severalls Hospital site and LDF greenfield allocation.
  • Facilitate the release of employment and commercial floorspace, supporting approximately 5000 jobs.
  • Improve access to existing housing and employment land in north Colchester and town centre.
  • Enable the delivery of Colchester's first purpose built Park and Ride.
  • Improve the economic efficiency and rehability of the local network by reducing congestion.
  • Enhance Colchester's role as a regional tourist destination.
  • Provide improved access to the new community stadium.

  • Nitrate plant works completed.
  • Vacant possession of farm land scured.
  • Working with BP in preparation for their planning application.
  • Preparatory legal work to transfer land to Highways Agency and agree compound licences.
  • Procurement of a contractor proceeding.

Status as at 31 December 2009

  • Junction contractor instructed and on site 9 December 2009.
  • All property interests transferred or granted in December 2009.
  • BP Planning Application submitted December 2009.

Status as at 31 March 2010

  • Option agreement with BP extended until 2013.
  • Underpass under construction.
  • Bridge piling completed.
  • Development of roadway.
  • Sourcing of services.
  • Council Notice served on BP.
  • Stage payment made for the construction of the service road and services to the BP site.

 Project complete.
