The adopted Core Strategy for Colchester includes a greenfield allocation for 2200 units to the west of Mile End Road. Precise site boundaries will be agreed through the Site Allocations Development Plan Document (DPD), scheduled for submission in November 2009. Detailed masterplanning work is required to inform a subsequent Supplementary Planning Document (SPD) for the allocation setting out infrastructure requirements; phasing; land use; circulation; and design guidelines
Project Scope
Initial masterplanning work and evidence gathering will identify the supporting infrastructure requirements for the site along with key environmental and physical constraints. This work will then be used in the next programme year to inform the preparation of an Area Action Plan.
The second phase incorporating a draft document for public consultation commences April 2009 and adoption is expected by April 2010. Public sector funding will be more than matched by private funding and offers best value as it enables specialist consultants to be employed to carry out the work which otherwise could not be afforded and avoids duplication of both CBC and developers carrying out the same work.
Aims of the Project
To produce a Supplementary Planning Document (SPD) to be adopted as part of the Colchester LDF. This will provide detailed guidance for developers to provide clarity and a consistent approach to assist delivery.
Outcomes of the Project
To ensure comprehensive sustainable development of a large urban extension that is well supported by infrastructure and successfully integrated with surrounding communities.
