The Colchester Core Strategy provides for the designation of a new regeneration area at North Station to deliver an attractive gateway to business, tourists, commuters and residents; to provide new mixed use development; and to improve key transport connections between North Colchester and the Town Centre.  This project will be supported by a masterplan to be adopted as a Supplementary Planning Document (SPD) which is programmed in the Local Development Scheme for delivery in 2009. Detailed movement study work is required as a first step to provide baseline data for the masterplan.

Project Scope

The movement study will look in detail at the large movements of pedestrians and vehicles accessing the rail station as well as travelling through the area.  The initial masterplanning work will also include consideration of appropriate land uses, development phasing, type and densitities; design guidelines and infrastructure requirements.

To inform the North Station Masterplan SPD to be adopted as part of the Colchester LDF.

Outcomes

The comprehensive sustainable redevelopment of a key transport gateway to Colchester.

Status as at 30 September 2008:

• Contractor for station travel plan works appointed
• Tenders sent out for remaining feasibility work.

Status as at 31 December 2008:

• Movement study nearing completion which will provide baseline information on circulation and access constraints to North Station.
• Stage 1 report being formulated.

Status as at 31 March 2009:

• Final report on station travel plan work submitted by Steer Davies Gleave.
• Consultant team has held stakeholder meetings and drafted initial options.

Status as at 30 June 2009:

• Movement study completed but not signed off.
• Consultation carried out on masterplan work and draft report completed.

Status as at 30 September 2009:

• Masterplan work and movement study works have been completed.

Status as at 31 December 2009:

• Furher work on developing the masterplan work as a Council policy document is continuing.

• Masterplanning work published for consultation.
• Consultation works completed but further consultation agreed to be carried out with CABE.

Status as at 30 June 2010:

• Report of consultations outcomes taken to the Council's Local Development Framework Committee on 7 June 2010 and agreed.

 Status as at 30 September 2010:

• Receipt of comments from the CABE design review will be used to inform SPD development.
• Agreement of the final content of the SPD remains outstanding and has delayed the progress of publication and adoption.
