Project Scope
- Civil engineering works to restore the Pin Mill Hard to a facility that allows the repair of sailing vessels, and the landing of visitors at all tidal levels, together with the reconstruction of a derelict Thames Barge facility.
- Establishment of a 'not-for-profit' company to operate and maintain the facility
Aims
To restore a historical maritime working environment at Pin Mill with the bonus of enhancing the tourism viability, and to ensure continued sustainability through proper management and upkeep of the assets
Outcomes
- The creation of a working facility at Pin Mill that will also enhance the tourism value. Range of economic, social, tourism & environmental benefits
- Job creation and protection (in associated industries and activities)
- Economic spin-off gains - through money invested in the new enterprise and nearby businesses
- Retention of local, specialized skills and knowledge
- Enhanced tourism potential, again allowing for greater tourism spend locally
- Environmental enhancement through visual improvement of the hard facility and surrounding area (to be maintained by new company)

Status
Funding for 2008/09 £120,000
Status as at 30 September 2008:
- Met with Environment Agency to discuss application and awaiting outcome.
Status as at 31 December 2008:
- Environment Agency have now advised Babergh District Council they must apply for licences for this project. These will take 8 - 10 weeks to process and must be approved prior to work commencing on site.
- Tender specification being worked up, to be sent out early 2009.
Status as at 31 March 2009:
- Discussions with the Environment Agency and Natural England indicate that a licence is required for this project from the Marine and Fisheries Agency.
- Tender documents have been issued for the work.
Status as at 30 June 2009:
- Environmental Assessment undertaken.
- Proposal submitted to ABP for delegation of powers within the proposed management area.
Status as at 30 September 2009:
- Planning application submitted with Babergh District Council.
- Approval received from ABP of the proejct.
- Discussions held with ABP advise they are unable to delegate powers in respect of powers to charge for the use of the new facility.
- ABP have granted permision however for the proposed works.
Status as at 31 December 2009:
- Envrionmental assessment received.
- Licences granted by the Maritime and Fisheries Agency.
- Planning permission gained.
- Final design work completed.
- Detailed estimate prepared and value engineered.
- Tenders required for project
- Permission to carry out works received from ABP.
Status as at 31 March 2010:
- Business Plan for proposed management company completed.
- Approval in principle received from Ipswich Borough Council to carry out the works, but actual licence still to be finalised.
- Approval in principle received from Ipswich Borough Council to charge for services within management area, but actual licence still to be finalised.
- Value engineering exercise completed and revised tender value agreed.
Status as at 30 June 2010:
- Agreed to convert licences into one lease. Heads of terms for lease finalised for approval by Council on the 30 June 2010.
- Construction work restarting on 5 July for completion by end of August.
Status as at 30 September 2010:
- Construction works completed.
- Lease arrangements with Ipswich Borough Council nearing completion.
- Management company being set up.
