Transport Infrastructure to Support LDF

Colchester has a significant growth programme to deliver which is dependent on having the right infrastructure in place.  The financial support allows Colchester Borough Council to work with Essex County Council, Highways Agency and their respective consultants to ensure the transport infrastructure is appropriate and helps deliver sustainable development.

 

Scope of the Project

Several schemes have been identified within the scope of the project which would benefit from transport assessment and modelling:

  • Stanway growth area
  • North Colchester
  • Develop operational arrangements of the North Rapid Transit corridor busway
  • Further development of East Colchester rapid transport link proposals
  • Testing junction capacity on three A12 junctions.

Aims of the Project

To ensure the appropriate transport infrastructure has been identified to facilitate delivery of the full LDF housing and employment allocations up to 2023.  The project will aim:

  • To inform the Colchester LDF
  • To enable delviery of sustainable development
  • To tackle congestion
  • To achieve a modal shift.

Outcomes of the Project

The transport package will form part of a comprehensive infrastructure delivery plan to facilitate a sustainable growth programme across the Borough.  This will not only deliver the housing and employment targets set ou in the East of England Plan but will enable the enhancement of areas of natural green space, improve green infrastructure through detailed design and developer contributions and reduce both traffic congestion and CO2 emissions.

Funding for 2009/10 £30,000

IDP Package: Transport

Status as at 30 June 2009:

  • Arrangements made for steering group to meet in July and agree programme of work.

Status as at 30 September 2009:

  • Steering group met in July.
  • Preparation of Infrastructure Delivery Plan completed for CS examination.
  • Meeting arranged to initiate junction capacity work.

Status as at 31 December 2009:

  • Meeting held to progress East Colchester Rapid Transport.
  • Mouchells have prepared a scoping paper for junction capacity work which has been circulated to partners for revision and comment.
